  Lagos State Government has approved the inclusion of seven private laboratories, namely: Total Medical Services, SynLab, 54 Gene, Medbury Medical Services, Biologix Medical Services, 02 Medical Services and Clina Lancent Laboratories among its testing facilities as part of efforts to expand the testing capacity for COVID-19 of the State.
The laboratories were selected and approved by the State Ministry of Health to carry out COVID-19 test after a rigourous accreditation and validation process by the Health Facility Monitoring and Accreditation Agency (HEFAMAA) and the Lagos State Bio-Bank.
Speaking at a ceremony to formally introduce the laboratories to the public, the Honourable Commissioner for Health, Prof. Akin Abayomi disclosed that a key element in the next phase of the State’s response strategy is to expand diagnostic testing to strategically ensure a larger number of people have access to the COVID-19 test.
Abayomi added that State Government has developed an inclusive strategy that aims to harness the public and private sectors to rapidly expand the State’s capacity to meet the growing demand for testing in the next stage of the State’s biosecurity road map.
He said, “We recognise the need to expand our testing capacity, especially to the local government areas that are most affected by the community transmission of the virus and, as Lagos State continuously manages the public crises caused by COVID-19, it simultaneously attempts to open up various aspects of its economy. Both efforts make it imperative that COVID-19 tests are widely available to members of the public”.
“In a bid to ramp up our testing capacity, we have taken a strategic decision to include private laboratories in the testing of COVID-19. However, the State’s COVID-19 response will remain a centrally managed emergency response by the State Government and the need to test will be surveillance driven and based on a clear case definition”, the Commissioner added.
He averred that the State Ministry of Health has also identified potential opportunities to achieve its goal of expanded testing via a carefully articulated framework, stressing that recognition of the potential opportunities led to the partnership with the private sector laboratories to rapidly increase diagnostic testing for COVID-19 response.
While noting that the accredited private laboratories will carry out only PCR test, Abayomi stated that the use of Rapid Diagnostic Tests (RDT) kits remains illegal in Lagos until the State government can validate RDT kits that actually work.
In his words “In order to expand our testing capacity, we considered the use of Rapid Diagnostic Test (RDT) Kits. To facilitate the quick validation of the RDT Kits and reduce the barrier of entry for proposed manufacturers and supplier of RDT Kits, Mr. Governor paid the validation fees for the RDT kits”.
“However, upon review of the several RDT kits that were submitted for validation, we can report that none of the RDT kits passed the validation exercise. RDT kits have a very high risk of giving false positive or negative results and in the event that a false positive result is given, a potentially negative person will be subjected to trauma, isolation and treatment like a positive patient. In the event that a false negative is given, a potentially positive person is allowed to continue to roam freely in the community regardless of his positive status”, Abayomi posited.
Highlighting the demand for COVID-19 testing in the community, the Commissioner opined that citizens will request for COVID-19 test to confirm status periodically, as part of requirements for returning to work, regulatory requirements for selected industries like the food and beverage industry, local and international travel requirements, requirements for resuming school and admission into hospital.
“We expect demand for tests from the following industries: individuals in the informal sector, banking and finance, manufacturing, food and beverages, schools, the aviation industry, fast-moving consumer goods and hospitality amongst others. Based on the projected cumulative demand from the above, we believe that demand for COVID-19 tests could exceed 4,000 per day in the next six months”, he said.
Abayomi noted that the Lagos State Biobank will serve as the central coordinating body for the accredited private laboratories and will facilitate an effective information exchange, access to training, maintain a secure chain of custody procedure and ensure technical standards in the operations of the laboratories.
Earlier in his presentation, the Director Lagos State Bio-Bank, Dr. Bamidele Mutiu explained that the accredited private laboratories were identified to have the equipment and expertise to test for COVID-19 within the parameters of the testing strategy.
He said, “The selected laboratories went through a rigorous accreditation process with the State’s Health Facility Monitoring and Accreditation Agency (HEFAMAA). The accredited private laboratories were then validated by the Lagos State Bio-Bank”.
“The exercise involved validating the outputs of the samples they tested and following the successful validation of the private laboratories, the State proceeded to build their capacity in Infection Prevention and Control as well as the management of a biosafety lab”, Mutiu explained.
He noted that State’s decision to commence community-based care makes it imperative to expand PCR testing capacity, stressing that there are currently a larger number of PCR machines in the private sector than there are in the public sector.
“The idea is to decentralise testing, while maintaining the integrity and regulation of sample collection, testing and result validation”, Mutiu stated.
The high point of the event was the signing of a Memorandum of Understanding (MoU), between the Ministry of Health and representatives of the accredited private laboratories.

APC NEC: Stop Denying Your Wrong, PDP Tells Buhari Presidency
The Peoples Democratic Party (PDP) has rebuked the Buhari Presidency for denying that the National Executive Committee (NEC) meeting of the All Progressives Congress (APC) held inside the chambers of the Federal Executive Council (FEC).
The party described as unfortunate that the Presidency would post a denial even when the media and the public space are already awash with photographs and videos of the NEC meeting, with APC leaders physically in attendance inside the FEC chambers where President Muhammadu Buhari presided.
It is therefore shocking that the Buhari Presidency can state in denial that “this meeting, we say emphatically, was not convened at the Council Chamber. It was virtual, not a physical meeting”.
This is even when the world watched Mr. President addressing the applauding APC leaders, in addition to the Attorney General of the Federation and Minister of Justice (AGF), Abubakar Malami, physically administering oath of office on the Chairman of APC National Caretaker Committee, Mai Buni, on the floor of the FEC chamber.
It is a fact before Nigerians that the meeting was physical and only virtual to the extent that some members of the APC NEC members were linked via conference call.
Moreover, our party refers the Buhari Presidency to reports already in the media where the AGF admitted administering oath of office to the Chairman of the APC Caretaker Committee; an event that took place on the floor of the FEC Chamber.
Such a denial by President Buhari’s handlers has further exposed the decadence in the APC and the Buhari Presidency.
What Nigerians expected of the Buhari Presidency and the APC, was to tender an unreserved apology to the nation and desist from further desecration of our national values and official conduct requirements.
The PDP charges President Buhari to call his handlers to order so as to protect the integrity of his Presidency from further damage.

HAJJ 2020: LAGOS URGES INTENDING PILGRIMS TO DEFER TILL 2021.{PHOTOS}.#PRESS RELEASE.

     Consequent upon the banning of international pilgrims from performing the year 2020 pilgrimage by the Saudi Arabian authority, the Lagos State Government has urged intending pilgrims to postpone their plans till year 2021.
This was part of the major resolutions reached between the State government, the intending Pilgrims, Ulamahs (Islamic scholars) and other stakeholders, during a one-day sensitisation programme on the future of the year 2020 Hajj operation, held at the Lagos State Secretariat, Alausa, Ikeja, recently.
While justifying the necessity for the cancellation, the Honourable. Commissioner for Home Affairs, Prince Anofiu Olanrewaju Elegushi, praised the Saudi authority for taking such a bold and difficult decision in order to curb the spread of COVID-19 pandemic currently ravaging the entire world, considering the large number of people that would have performed the pilgrimage in Makkah and Medina.
Elegushi affirmed that holding the exercise despite the pandemic might have come with a lot of stringent conditions and restrictions difficult to bear, while many would be denied of the opportunity in the process. He stressed that waiting till next hajj when the pandemic should have subsided is a better option.
The Commissioner said as a government that is responsible for its people, no pilgrims would be denied their legitimate right to seek a refund of the hajj fare already paid.
He, however, advised pilgrims to leave the money with the government as payment for the exercise in 2021 in order to be considered on a first-come, first-served basis, otherwise, they would have to start all over again.
Urging those who are yet to complete their payments to do so quickly to secure their place in the records of the Muslim Pilgrims Welfare Board, Elegushi implored pilgrims not to change their intention because of the present situation.
He also emphasised that it might not be easy for anybody seeking a refund to recoup the money between now and November, 2020, when the year 2021 hajj operations will begin, assuring that the money is very safe with the State government.
Narrating the efforts already put in place by the State government before the pandemic struck, Elegushi said that he led some officials to Saudi Arabia to secure a befitting and conducive accommodation for the pilgrims nearer to the Haram to ensure a comfortable exercise, in addition to the provision of free healthcare services.
While answering questions on the possibility of increment for the year 2021 hajj fare, Elegushi remarked that the National Hajj Commission of Nigeria (NAHCON) fixes hajj fares and not the State government, noting that one of the goals of the current Chairman of NAHCON, Barr. Kunle Hassan, is to secure a reduction in the hajj fare so as to make it affordable for intending pilgrims.
On medical screening, Elegushi averred that all the intending pilgrims will be made to undergo a fresh screening at the appropriate time, stating that intending pilgrims can retrieve their international passport for any other use.
In her goodwill message, the Permanent Secretary, Mrs. Adebunmi Adekanye appealed to the intending pilgrims and Lagosians, in general, to believe that COVID-19 pandemic is real and support the efforts of the government in fighting the scourge.
Adekanye emphasised the need to observe all stipulated protocols such as regular handwashing with water and soap, wearing of face masks, avoiding large gatherings, maintaining physical distancing and avoiding handshakes, among others.

    It is necessary that we put records in their correct perspective concerning the recent meeting held by the National Executive Committee of the All Progressives Congress, APC, which has, unfortunately drawn criticism due to lack of understanding.
The stubborn opinion held by the critics of the administration is that President Muhammadu Buhari had called a political meeting in the “hallowed” chamber of the Federal Executive Council, as if there is a law that says the President is barred from holding meetings in certain sections of the vast Presidential Villa.
Since the President lives in the Villa, no one can, legally speaking, choose or dictate to him where he can sit to hold meetings. So, what is wrong in the President presenting himself before a camera and a TV screen in a digital conference at a given location within the Villa?
Just for the sake of the argument, this meeting, we say emphatically, was not convened at the Council Chamber. It was virtual, not a physical meeting.
Why was it a virtual meeting? The idea was to observe social distancing in view of health concerns. Knowing how small the conference hall of the party is, social distancing would only have been observed in the breach.
President Buhari was billed to address the meeting from his office (just any of his offices) and chose the Council Chamber where the digital facilities are located, and other members, including the bulk of National Executive Committee members, state party leaders and members of the National Assembly were all linked using video conference calls. You saw them all on TV.
Yes, it is true that Governors and leaders of the National Assembly joined the President from the Chamber from where he spoke. But the larger body of the members in attendance were all connected via video calls.
Do not forget that these are not the normal times in view of the COVID-19 circumstances in which we have found ourselves. President Buhari placed health and safety above courtesy to the party by not going to its headquarters.
In the end, a wise thing had been done because the President wants to curtail the spread of the Coronavirus disease.

President Buhari And Tinubu Are Still Together - Presidency ...
     The very essence of the requests put to the Emergency National Executive Committee meeting of the All Progressives Congress (APC) by President Muhammadu Buhari, which were unanimously approved aim to pull back the party, faced with an existential crisis from the brink of collapse, follow the constitution and take everyone along.
While this action has been widely accepted with great relief by lovers of democracy and the rank and file of the membership, we are concerned that political vulturism masquerading as “smart analysis” is selling the commentary that this is a Buhari-Tinubu “showdown.” Nothing can be farther from the truth.
To put the records straight: In the formation of this great party and giving it leadership, President Buhari and Asiwaju Bola Ahmed Tinubu, who are reckoned as the founding fathers of the APC are both inspired by democratic norms, national interest and not at all by partisan motivations. These are the qualities that have made them move past cynical distractions.
They are in touch with one another. Their relationship remains as strong as ever and between the two of them, only they know how they manage their enviable relationship.
Try as hard as they could, the opposition parties have used all their intellectuals and their supporters in the media to break this relationship and have failed. And they won’t.
For President Buhari who has received much of the cynical commentary, Nigerians know him as someone who will not do anything with bad intentions. Neither will he do anything out of partisan motivations or for himself.
This whole exercise, that should lead to massive reform and overhaul of the leadership of the party, as he said in that brilliant speech, was ''to save the APC from the imminent self-destruction. We have to move ahead. We have to take everyone with us and ensure that the party is run in accordance with democratic norms and with consensus. We have to work for the benefit of the country.''
The leaders of the party, who have received two successive massive mandates to govern the country and a majority of the states should be judged by how this exercise turns out in achieving these objectives, not cursed at the mere commencement of the process.

CELEBRATING FASHOLA AT 57 THE 'BRF WAY'.{PHOTOS}.#PRESS RELEASE.

“BRF is a genius at breaking it down, laying it all out. When he goes on project tours, he stops to ask the artisans and food vendors on the site about how the project has touched or is touching their lives. And that’s what government communications should really be focusing on: telling and showing the actual impact / outcomes. Not just the contract sum (input) — which is what tends to make the headlines, the media love these numbers — but also the “stimulus” effect on ordinary people and communities and neighbourhoods.”

Right on the money.
The stories told by these Nigerians - Abu, Sunday and others during BRF’s tours, can fill a book, but much more than that, they tell a story: Impact.
In 2017, Mallam Abu, a labourer at the site of the Gombe State National Housing Programme, told Fashola that he had worked at the site for about eight months and had been able to pay the dowry of his new wife and they were expecting a baby.
In February, Sunday Echekwu, a mason at the site of the Anambra State National Housing Programme in Isiagu Community on the outskirts of Awka, the State Capital, told the minister he and his colleagues earned N4,500 daily for their labour at the site. Prior to getting the job, he said he was doing odd jobs here and there but idle most of the time. At the same site, Mrs. Isaiah Eberechukwu, a food vendor, told him that she supplied food to the workers on the site daily, including Sundays, at N250 a plate. Her husband, Mr. Eberechukwu was also a bricklayer at the site.
Again at the site of the Delta State National Housing Programme in Asaba, the State Capital, Emmanuel Ogochukwu who spoke glowingly of the Buhari administration for giving them a source of making a living through the NHP and other people oriented initiatives which, according to him, “is impacting positively on the population, especially the unemployed youths across the country”.
For Babatunde Raji Fashola, SAN, there’s really no going about it any other way.
On assuming office in November 2015, as Minister of Power, Works and Housing one of his first moves was to invite, in batches, the over 200 Federal Government contractors - many of whom had abandoned their projects for lack of payment - for a chat. The outcome of those meetings was the re-mobilisation back to sites of the contractors, leading to the recall of over 750, 000 workers. Effect: resuscitation of the economy. As many got their jobs back, so did suppliers of materials as well as providers of food and drinks on the various sites; not to forget compensations to people whose lands were acquired to make way for roads’ construction.
Of course, while doing these, the eyes of this football-loving minister are firmly on the ball.
Currently, for him, it is work for the delivery of President Buhari’s Mandate of using infrastructure to transform Nigeria’s economy and lift millions out of poverty. Those millions would include Peter, the Painter met by the Hon. Minister at the site of the National Housing Programme(NHP) in 2019; Mrs Folake Emmanuel the Food Vendor at the site of the NHP in Oyo State and her husband, Mr Emmanuel, whose hitherto idle concrete mixer roared into action at the site fetching N20,000 daily ; Rilwan Adamu from the NHP site in Jalingo ; Fidelis the Carpenter at the NHP site in Gwagwalada , FCT ; and Engr. Obosi , the enthusiastic youth met at the site of the NHP in Ikot Ntuen /Affa Nsit , Uyo , Akwa Ibom State among so many others.
And he is on the way.
For example, out of the 643-kilometre SUKUK-funded roads which the President wants finished, a total of 411.96 kilometres have been completed from February 2019 to date.
As at February 2020, all the piling works of the 2nd Niger Bridge project had been completed while the deck is being launched and the approach roads to the bridge from Asaba and Onitsha are simultaneously being constructed. The project is scheduled to be completed in 2022.
In the Housing Sector, the Ministry has delivered a significant number of houses through the National Housing Programme and in collaboration with its parastatals - the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA), as well as by synchronising the deliverables of the Ministry and its parastatal with those of the Public Private Partnerships.
FMBN alone completed 43 Housing projects between 2015 and 2019, delivering a total of 5, 542 housing units while currently implementing 15 projects that will deliver 581 housing units when completed. The bank also issued 5, 301 mortgages totaling N38.2 billion within the period while in the last one year up to May 2020, 331 mortgages totaling N2.9 billion have been issued. It is supposed to do more with the National Cooperatives Housing Partnerships. It also granted Home Renovation Loans totaling N34.85 Billion to 42, 037 people between 2015 and 2019 and in the last one year N5.7 Billion of the loan has been granted to 6, 675 people. The FHA also has delivered 461 housing units while 1, 407 housing units are under construction.
Through road construction and rehabilitation alone, 201, 719 direct and indirect jobs were generated while 15, 158 jobs were also created through road maintenance by FERMA.
The multiplier effect of the roads’ construction can be felt in increased agricultural productivity and food security through easy evacuation of farm produce to markets across the country. This has also reduced travel time and complemented other infrastructure along the alignments where roads are constructed. Improved road infrastructure has also impacted positively on security by way of reduced crime rate on the roads.
The Sector has also contributed to the growth of mining for road construction materials such as limestone, granite, sand and laterite.
The Housing Sector has not done less either. The Sector has created 516, 998 jobs since inception of this administration, greatly impacting on the fight against poverty through empowerment skills acquisition.
Property values have appreciated between 30 and 40 per cent with approval/issuance of Certificates of Occupancy and Consents as well as provision of Road Transport Infrastructure.
The BRF Way also manifests in how he reacts to criticisms, particularly from those he considers “right-thinking and well-meaning: redoubling his efforts. “Criticisms inspire and challenge me,” he told an interviewer on a TV programme recently, “because I believe the critic…has entrusted our government, through President Muhammadu Buhari, to me with the responsibility to serve him. So in the same way that I could go to a restaurant and if the quality of food is not good, I am entitled to complain. I see critics in that light. Really and truly what I used to say is that if critics ask more of us we must feel proud that they are asking more of us because they actually believe we are capable of doing it. If they don’t believe in our ability to do more, they won’t ask us. So now that they are asking us I am inspired.”
Doing more is the BRF Way to make the other class of critics - those “who make comments about things they are not aware of” and “those who do not believe anything” recant. When in February, he was inspecting the 2nd Niger Bridge project, one of the journalists on the tour went to him and apologised profusely for writing uncharitable and unconfirmed things about the project. By way of response he took the journalist to the top of the bridge where decks were already being laid. They took photographs there and in his excitement the journalist posted the photograph on his medium’s online platform.
The BRF Way sure works.
And, as Fashola clocks 57 today, one can’t but pray to the Almighty to keep giving him ideas to perfect The BRF Way for the greater good of mankind.

61 YEAR OLD MAN ARRESTED FOR RAPING AND IMPREGNATING HIS TEENAGE DAUGHTER AT IKORODU.{PHOTO}.#PRESS RELEASE.

Man, 61 arrested for raping and impregnating his teenage daughter at Ikorodu.
On 12/06/2020 at about 1530hrs, Ikorodu Police Station received a complaint from a member of FIDA, that one Eke Kanu  'm' 61 years old of Ebute road, Igbogbo, Ikorodu was having unlawful sexual intercourse with his 19 years old daughter (name withheld) without her consent. The survivor stated that he Father started having sexual intercourse with her when she was small and threatened to deal with her if she tells anybody. She further stated that, when her father discovered that she was pregnant, he took her to a chemist where she was administered some drugs and injection to abort the pregnancy. The survivor is taken to Mirabel Center by the Police, for medical attention and forensic examination. The suspect was arrested and taken to State Criminal Investigation Department, Panti for discreet investigation and diligent  prosecution. In a related development, on 26/06/2020 at about 1930hrs, Bariga Police Station received a report that one Chibuike Kalu ‘m' 33 years old of Amodu Street Bariga has defiled his 14 years old daughter (name withheld).  The survivor was taken to Mirabel Centre Ikeja for medical treatment and forensic  examination. The suspect was arrested and he confessed to the commission of the crime. He will be charged to Court.
2. Man, 26 arrested for defiling his employer’s daughters at Aguda
On 16/06/2020 at about 1455 hours, a woman in her mid thirties (name withheld) reported at Aguda Police Station that her salesman, Chinedu Obi ‘m’ 26 years old had sexual intercourse with her 12 years old twin daughters (names withheld) when she left the two girls with him in her house. The suspect was arrested and he confessed to the commission of the crime. He stated that, he started having sexual intercourse with the girls in 2019. The Commissioner  of Police, CP Hakeem Odumosu psc has ordered the transferred of the case to Gender Unit, State Headquarters, Ikeja for discreet investigation and diligent prosecution. CP advised parents not to trust anyone with their kids, especially female children. He further reaffirmed the commitment of the Command to continually apprehend sexual offenders, wherever they are in the State and make them face the full weight of the law. Together we can stop rape and all forms of sexual violence.

      Social media enthusiasts have been praising a Nigerian man named Chidiebere Ogbonna who bought a carton of Indomie noodles and later found cash worth of 1.8million naira and returned it to the Indomie Vendor.
According to reports sighted on social media, narrating his side of the story, Chidiebere said he got home, opened the carton, and when he saw what was inside, he immediately returned it.
This act is what was displayed by a Nigerian man with tags Nigerians are facing amidst Nigerian Hushpuppi’s massive criminal agenda.
Moreover, upon Chidiebere returning the carton full of money, with such great joy, the shop owner promised to supply Chidiebere cartoon of Indomie noodles for the next six months.
According to reports, Mr. Chidiebere Ogbonna is not rich or wealthy, but he must be a Christian and have the fear of God in order to do this.
Chidiebere also disclosed that, even though he is not rich, the money he found in the carton was not his and so he would not keep what is not his.
Many people have reacted by claiming what he did was very childish and stupid whereas others also praised him for his benevolent act.

Rivers State Government has banned the proposed fishing festival scheduled to hold at Onyeada in Andoni Local Government Area on July 5, 2020 for security reasons.
To this end, security agencies have been directed to ensure that the festival does not hold.
Members of the public are hereby warned not to go to Onyeada for the purpose of any festival as anyone that violates the directive will face the full wrath of the law.

OGUN RENOVATES FIRE STATIONS TOWARDS EFFECTIVE SERVICE, BETTER WORK ENVIRONMENT.{PHOTOS}.#PRESS RELEASE.


      The Ogun State Government, under the leadership of Prince Dapo Abiodun, is renovating all the State's Fire and Safety Service Stations.
This is in a bid to provide a better work environment for firefighters, while also ensuring effective service.
The fire stations, as could be seen across the State, had suffered neglect over the years, incapacitating the Service in the aspects of response time, equipment efficiency, and staff motivation.
A good number of the fire stations have now been completely renovated, even as the statewide exercise continues with a steady momentum.More photos below.

LASG TARGETS REDUCTION IN ILLEGAL BUILDING CONSTRUCTION+SEALS 42 BUILDINGS.{PHOTO}.#PRESS RELEASE.

    The Lagos State Government has declared its determination to reduce incidents of illegal building construction, just as it extends its Special Enforcement Operations to Lekki in line with the present administration’s zero-tolerance for illegal construction across the State.
The Commissioner for Physical Planning and Urban Development, Dr. Idris Salako, who disclosed this while leading the enforcement operations, stated that it has become imperative to stem the tide of illegal buildings and collapse for protection of the built environment, through enforcing adherence to planning guidelines.
"This explains why we must stop those who are bent on jeopardising the operative Development Plans of Lagos State by not tolerating any form of illegal physical developments in the State", he said.
Emphasising that the government would continue to seal erring property, enforce compliance and prosecute where necessary, the Commissioner stated that the Special Operation began in Lekki Phase 1 on Tuesday, when 19 buildings were sealed, with 23 others also sealed on Thursday, totalling 42 buildings sealed so far in the area.
He maintained that the affected property were sealed due to the fact that they have no planning permit, demolition permit and stage certification, urging property owners in Lekki Phase 1 and other parts of the State to ensure that they comply with Physical Planning Laws and avoid the embarrassment of having their property sealed.
Salako, therefore, enjoined those whose property were sealed for the infractions to report to the Office of the Honourable Commissioner, Ministry of Physical Planning and Urban Development, Secretariat, Alausa, Ikeja to perfect their documents.
